Almost immediately after the treaty of Kiev, the Polish republic that was formed broke down, with Lithuania and Latvia splitting off to form Baltica, but Poland was still supplied by the Allies. So Poland could keep both Germany and Russia's populace in line, as intended. Germany's Wiemar republic was invaded by the Russian Military and German Emperor Wilhelm II was put back on the throne (although Wilhelm II's son, Wilhelm III, controlled the domestic affairs) in turn for Germany's alliance with Russia. Wilhelm II gladly accepted. The period between 1923-36 became a perfect time for the German-Russian alliance, called the Imperial Alliance, to grow. Japan and Italy were also added to the alliance.
Germany declared that 'since there is no monarch on the Austrian throne, it shall be inherited by the house of Hohenzollern'. This fabricated claim gave them reason to invade and annex Austria. Wilhelm also invaded Siam in the name of New Empire. Italy, as in OTL, invades and conquers Ethiopia.
Russia invaded China and conquered *cough* excuse me, 'protected' the Xinjiang Provence of north west China during the Chinese Civil War (As opposed to Nationalists versus Communists, it's the Union State versus the many warlords). Japan also came to 'protect' Manchuria.
But ultimately, Poland got in the way. They became the Nazi Germany of this timeline, persecuting Germans and Russians and pressing both sides to give more land. Russia had to give up land west of the Dnieper, including legendary Kiev, along with a buffer zone around the Dnieper. As you can imagine, Russia is pissed off, but it gets worse. Poland also demanded for much of Silesia north of the Oder River. For this, Wilhelm II forces Czechoslovakia and Hungary into the Imperial Alliance. It didn't take much convincing to bring Baltica into the fold. The question now was if the Balkans could join the Imperial Alliance or the Allies. The big one of course was Yugoslavia.
Further to the south, one that caught the attention of the World was Turkey. Sitting in the shadow of the League of Nations and the successor of the Ottoman Empire, the world was afraid that the Imperial Alliance would try to put the Ottomans back in power and threaten the Seat of the World. Tensions were quickly hearing up over the 'Turkish Issue' and this ultimately led to war when Mehmed VI's son Mehmed Eruğul Efendi was landed in Sinope with a large Russian and German Army along side him, declaring himself heir to the thrown of the Ottomans.
